Ok, I have decided to share a Vampire themed build for a Magicka Templar I call the Vampire Lord...
This build is very well rounded as it features good defensive ability, support ability, and can provide good dps as well when needed; its not great at any single thing, but its good at a lot of things...
Mundus:
Thief...you want this Mundus because the success of this build depends strongly on having a high Spell Crit; you'll want atleast 60% (I run this with 60.3% Spell Crit at current).
The Gear (5 Light, 1 Medium, 1 Heavy):
Mighty Chudan x2 (Head/Shoulders)...
Vampire Lord x5 (Rings, Necklass, Sharpened Dual Wield Swords)...
Combat Physician x5 (Chest, Legs, Waist, Hands, Feet)...
The above may appear to be an odd combination, but I assure you that it is well thought out as there is synergy between these set pieces and the abilities you'll use with them...
With triple stat Glyphs in all armor pieces, you'll have around 27k Health on both bars (these Health stats apply in a PvP setting); Magicka will be around 36k and Stamina will be over 12k (this assumes double stat blue food which I favor over the triple stat food); Spell Penetration will be about 11k; Critical Resistance will be about 2.8k...
You'll end up with over 29k Spell Resist and 20k Physical Resist on your Healing Bar at all times (due to Mighty Chudan) which is great for survival. After all, a dead Healer is a useless Healer...
Synergies:
My DPS bar (which features the above 5/5/2 set up) is as follows with this build:

Of the above abilities, 3 of these (Invigorating Drain, Purifying Light, and Devouring Swarm) all can Proc the Combat Physician Damage Shield thus allowing you to simultaneously damage your target, heal yourself, and shield yourself; this is very helpful in all content and being able to combine all of that makes you very efficient with your Magicka expendures...
Because one of the focus's with this build is to be very efficient, you are able to slot Spell Damage Glyphs in all your Jewelry slots and go with low Magicka Regen (all Magicka Regen will be done on your Healing Bar with a Resto Staff; more on that later)...
My Healing Bar (you are using a Defending Vampire Lord Resto Staf here) is as follows:

Elusive Mist...
Replenishing Barrier...
The synergy here is between the Defensive Bonus's provided by Mighty Chudan (which totals around 15% damage negation at all times) and Elusive Mist; the Defensive Bonus's provided by Mighty Chudan stack with the Defense inherent to Elusive Mist, so you can not only get yourself out of trouble in a hurry with Elusive Mist, but take minimal damage when doing so...
I have been able to Mist right through Destro Ult and Mist all the way to the back flag in a keep (through all the oil and AOE present inbetween) when needed with the above; its an extremely useful Defensive combo in all content...
You'll notice that I have Radiant Magelight on both bars. This is because you want to have high Spell Crit to consistently Proc the Combat Physician Damage Shield (and of course its very useful for the raw healing and damage dealing bonus's inherent to a high Spell Crit) and its nice to have a good counter for people who will attack you in stealth at all times regardless of what bar you are on...
Between Radiant Magelight and Mighty Chudan, your guard is up, essentially, at all times; you dont have to think about it...its always there.

Armor Traits:
When I initially created this build, I utilized 7 Divines on my Armor Pieces. While it is viable to do this (and I ran this for a long time in PvP with a lot of success), I have since found that its better to go with all Impen....
With 7 Impen vs 7 Divines, you are trading about 3.5% Spell Crit for about 26% Critical Resist; the loss of 3.5% Spell Crit is barely felt, while the increase in Critical Resistance is huge in PvP. The change to Impen has had no significant impact on my ability to complete PvE content while my ability to withstand punishment in PvP has increased dramatically...
As a result, I strongly recommend this build be run with all Impen at this point in time...

I've switched to 'esdf' for movement, 'aqwrt' for skills, 'zxc' for ultimate, potion, synergy, 'v' for switch weapon, 'g' for interact, 'space' for dodge, 'alt' for jump, 'caps' for sprint, 'shift' for auto run, 'ctrl' for crouch, 'mmb' for interrupt. Takes a bit of practice to get used to but gives quick access to things I need in combat without using a multi button mouse. Btw. Logitech g300s is also a good cheap option to move skills onto mouse.
In Elder Scrolls Online players need to deal damage at some point. Learn about damage, ability scaling, light and heavy attacks and increasing your damage!
